Artificial Intelligence Module for future public administrators

The Ludovika University of Public Service, drawing on the latest results of research conducted in its research institutes and departments, will offer a new educational programme in the field of regulatory and administrative knowledge related to artificial intelligence from the spring semester of the 2023/2024 academic year. The Artificial Intelligence Module, which offers special knowledge, is open to upper-year students of the Faculty of Public Governance and to students of the Master's program in Cybersecurity.

The University of Public Service's strategic goal is to prepare its students to meet the social, regulatory and administrative challenges posed by the latest digital technologies, including artificial intelligence, as future public administration professionals need to be confident in their ability to use these advanced technologies responsibly and competently.

The Artificial Intelligence Module introduces students to the technological foundations and types of AI, as well as to the functioning of AI already in use in various social subsystems. It presents the complex issues, social and ethical aspects of the data economy and data assets, which are the input prerequisite for AI systems. It discusses constitutional and fundamental rights issues arising from the use and spread of AI. It introduces students to the regulatory issues of AI, with an emphasis on the regulatory efforts of the European Union, and reviews the administrative aspects of AI.

The module is taught by a team of researchers and lecturers from the Institute of the Information Society and the Faculty of Public Governance and International Studies. On the part of IIS, András Pünkösty will teach Data Assets and Artificial Intelligence, Bernát Török will teach Artificial Intelligence and Fundamental Rights, and Zsolt Ződi will teach Artificial Intelligence in the Social Subsystems and Regulation of Artificial Intelligence. On behalf of the Faculty of Public Governance and International Studies, Tamás Laposa is the lecturer of the course Artificial Intelligence in Public Administration. In addition, Fülöp Beyer, Péter Lábody, Attila Menyhárd, Árpád Rab and Pál Vadász from IIS and Ágnes Veszelszki from the FPGIS are involved in teaching the subjects. The teaching of the subjects is also assisted by external experts who are recognised as representatives of their profession.
