Lado Sirdadze, a lecturer at the Business and Technology University (Tbilisi, Georgia), visited Budapest between April 25–29, 2025, as part of the Ludovika Scholars guest lecturer program of the Ludovika University of Public Service. His professional program was organized by the Institute of the Information Society at the Eötvös József Research Center.
The guest researcher’s public lecture took place within the framework of the Artificial Intelligence Module, which is organized and taught by researchers from the Institute of the Information Society and is part of the curriculum of the Faculty of Political Science and International Studies. In his lecture, the guest researcher provided an overview of the opportunities and challenges of governmental applications of artificial intelligence, based on experiences in Germany, under the title The Digitalization of Public Governance: Trends and Challenges through the German Example.
In addition to his academic and scientific activities, Professor Sirdadze lives and works in Berlin as a legal engineer, collaborating with German public sector clients and partners, which gives him excellent insight into practical developments in Germany. His lecture offered a comprehensive view of the use of AI in government, reviewed specific regulatory issues, and examined the extent to which the recently adopted EU AI regulation effectively addresses the arising challenges.
In addition to his public lecture, the guest researcher delivered a keynote speech titled Machine-Executable Regulations in Practice at a workshop discussion held by the Institute of the Information Society. Building directly on his public lecture, he presented specific German AI applications and developments that may be suitable for substituting certain regulatory or administrative functions of the state.
During the consultation, the guest researcher and the head and lead researcher of the Institute of the Information Society— drawing particularly on the insights from the workshop discussion — reviewed potential opportunities for future professional collaboration.
