AI and Digital Transformation in Government – A global course for civil servants, created by the University of Oxford and UNESCO

The curriculum was developed by experts from UNESCO, Oxford University, and leading public administration schools. The SPARK-AI Alliance, a network of public administration schools and research institutes from more than 50 countries, actively participated in the development of the curriculum to ensure that it would be truly useful in different governance environments. The Alliance aims to strengthen the AI capabilities of the public sector through knowledge sharing, curriculum development, and capacity building. Our research institute participates in the project as a member of this Alliance.

Upon successful completion of the course, participants will receive a joint certificate from UNESCO and the University of Oxford recognizing their commitment to responsible, inclusive public sector innovation. The training offers approximately 12 hours of step-by-step learning and is accessible to people from any professional background — no IT knowledge is required. Participants will explore topics such as AI and human rights, ethics and data management, inclusive service design, operating digital transformation, and the responsible, practical use of generative AI tools. The training is initially available in English and Spanish and is completely free of charge.
